It should be possible to hook into all running programs and do nasty things to them to emulate such a system (applications like Rogue Amoeba's Detour or Audio Hijack Pro spring to mind), but in the end, it'd be giant hack, and possibly very error prone.

Note that the attenuation feature found in Windows builds of Mumble is also a clever hack. But at least it's possible to play around with the mixer on Windows. :)

To avoid this sort of confusion in the future, the slider for the attenuation should indeed be disabled for platforms where the feature is not available. As you can see, the checkboxes below are correctly disabled. Just not the slider.
